Bill Integrity (BI)

Definition
How close the bill still is to the one you wrote. Damaged by hostile amendments, deals, and concessions. A passed bill at low BI is a hollow win.
Why it matters
Every concession that buys a vote subtracts something from what the bill does. 'Bill integrity' is the gap between the law you set out to write and the one heading to the governor, and the question it forces is the hardest in legislating: at what point does a watered-down win stop being a win? Plenty of real statutes pass as headlines and fail as policy.
