Committee referral
Definition
The chamber rules-determined committee that gets first jurisdiction over a bill, based on the bill's topic, not the sponsor's preference.
Why it matters
Referral sounds like paperwork but it's often destiny. The committee a bill lands in determines which chair controls its calendar, which members vote first, and which interest groups get the early shots at it. Savvy drafters sometimes shade a bill's language to steer it toward a friendlier committee, and chamber parliamentarians push back.
In the game
Your bill's provisions determine its referral. Draft broad and you may land in a hostile committee; draft narrow and you might draw one where your sponsor holds a seat.
