Cannabis Reform

"Long overdue. Still incomplete."

Cannabis polls like a settled question and legislates like a minefield. Majorities support reform in most states, and yet bills stall year after year, because 'reform' is really three different bills with three different coalitions.

Clear the records of people convicted of cannabis possession.

  • Narrow scope means fewer opponents.
  • Bipartisan appeal: even anti-cannabis legislators support 'second chances.'
Why it might not
  • Doesn't change current law. People can still get arrested tomorrow.
  • Broader-reform advocates will feel abandoned.

Decriminalization

Difficulty: Contested Impact: Med-High

Remove criminal penalties for possession of small amounts.

  • Stops future arrests without full legalization.
  • Law-enforcement cover makes fence-sitters easier.
Why it might not
  • No legal market: no tax-revenue argument.

Legalize cannabis for adults 21+ with a regulated commercial market.
